On all Windows versions, when I disable the "Language bar" by right clicking on the taskbar and unchecking "Language bar" under Toolbars I find that a short while later it is checked again.
How do I disable this permanently?

There are options to show the language bar under certain scenarios; disable the language bar there and it should banish, never to return.
Check the Control Panel language settings.

You'll see a setting for Show the Language bar on the desktop .
In the Preferences group.
But since the language bar shows on the desktop, you must have access to the explorer shell Language Bar...

Text Service is works per window, not system wide, so even its turn on in one window, another window will still need to turn it on, (unless user set it as default)
And Text Service is not working in any windows, to enable that, target computer... .
