Do any local shops actually stock giant bikes? I've called the 2 giant dealers listed on giant's website (harpeth and moab) and neither actually stock giant bikes or have demo bikes. They can both special order them, but that sounds like a pain in the...

You may try checking some bikes available.
Without any models, it doesn't make much sense for a local shop to stock them.
Harpeth does stock Giant bike (quite a few actually) and has demo mountain bikes available .

When you need to obsolete a section of code (say either the business rules changed, or the old system has been reworked to use a new framework or something) do you delete it from the file or do you comment it out and then put in the new functionality?...

The reason you'd leave the old code in place and commented out is generally because you want to leave a history inside of the code....
If your files are under source control, I would say never leave the commented-out code it.
