It might be legal to not have an A record, but is a good idea too have.
Some of the bigger ISP's will look for a PTR that will check for an A record .
And, no, it is perfectly legal to not have A records.

Only DNS-legal into the NetBIOS name resolution cache, specify domain entries, and include other files).
The "HOSTS" file contains entries that simulate "A" records in DNS (and PTR records, too).
