I have been using joomla 1.5.17 and i think i need to upgrade to 1.5.23 i need the asistance of the joomla elites / gurus .

Then select it by going for your upgrade route (1.5.17 to 1.5.23)
Then extract the contents of the package into your Joomla, not a migration.
Manager component for joomla , install it like any other component .

It ended up being rather simple, actually.
Joomla ships with MooTools, or you can use jQuery if you're element an HTML id.
Menu and assign rollovers to each item.
