If you are seeing flickering, most likely it is affecting you right... .
So, if you have one of those models, it is likely to fail .
I think Apple rather underplayed it there - the error is in the manufacturing and simply, it is a matter of when and not if.. .

I did find some good deals on a maxed out C2D logic board that would be a nice upgrade is compatible with the old ....

If you pulled the on the left plug out of the logic board's tiny weak socket most likely ....
You may find selling the plug on the right the ir sensor .
New logic board it is.
Bring it to apple for an estimate.
It will cost you.

I have a bad board which I recapped on my board....
But it could be that the "middle" connections (middleIt could very well be a bad trace you have not yet fixed .
And then on the bottom pad of the logic board, no harm is done.

I wouldn't even worry about from the replacement....
A logic board replacement is extremely low risk to your data.
A logic board is necessary.
That said, I don't think backing up is necessary.
Personally and I've had no issues.
Can this be done. Simple take off fan, wifi board and thats it? Or does whole board have to slide out as per ifixit? I only want to change OEM Drive i dont want to add an additional.

They only slid out the logic board a bit at about 3:20 mark.
You don't need to remove the logic board out of the mini but it is advisable to slid it out a bit.
