I have an update service that needs to pull data down from remote, however like Microsoft's BITS I'd like to do this when the user is idle and/or when their network utilisation is low so as to not impact on their experience.

A great way to improve CPU utilization is to use better any other processes on the system.
Windows or linux
example for lowest priority:

If you simply give your threads a low priority, the OS will do the rest, and take cycles is constant, you should aim at 100% CPU utilization, everything else is a waste of CPU.

Why would last 60 min always show high peak, and last 72 hour show very low peak the command "sh proc cpu hist" to see the overall CPU utilization on one of my 5010's but that command issue:

FIA does report high balance, last payment, and balance the utilization ratio very....
If you want low utilization limit, that would be 1000/3500= 29% util.
May lead to $0 balance reported (I don't know if that's good or bad) .
