I have an update service that needs to pull data down from remote, however like Microsoft's BITS I'd like to do this when the user is idle and/or when their network utilisation is low so as to not impact on their experience.

If you simply give your threads a low priority, the OS will do the rest, and take cycles is constant, you should aim at 100% CPU utilization, everything else is a waste of CPU.

If you pay off your card balances, how long does it normally take for your score to reflect the low utilization on a report? I always get confused when I see the high balance listed and was wondering if that impacts your credit, even if the current balance...

I've looked through a bunch of threads on utilization, and from what I've read so far the ideal credit utilization rate is the smallest number possible that is greater than zero. Is this accurate, or is 0% utilization better than 1-9%?

Well at least the first half of the equation is working. I pulled all three reports from myfico and the % of utilization is figured on my high limit on the Cap One account. I have subsequently paid off this and my other revolving debt. I guess I'll see...
