Let's say, I have a person on my medical insurance. He or she isn't a spouse. Who is ultimately responsible for an unpaid bill by the secondary person?
I'm assuming it is the main account holder regardless of circumstances...

I believe the SOL is set by each state and lays out how long a creditor has to bring a lawsuit for unpaid debt.
I paid the smaller ones but have a few others I never paid .

If your credit score is anywhere near 550, I doubt it. Start with Capital One. If they won't approve you, I doubt anyone will.
