This is validate via your credit card number, which is required to have a iTunes account.
From my understanding of the iTunes account policies this is not possible, as they do not support cross country accounts.

The linked method doesn't merge the accounts - you still have one Google Account and one Google and Google Accounts are entirely orthogonal - it's possible to be logged into both a Google Apps account Apps account....
