I noticed after watching El Mariachi that the 81/82 chev in the movie has a 73-87 box, however the tailgate is flat, chains on like a stepside, and has taillights similar to the 67-72 box. i assumed this must be a custom job at first, but then i stumbled...

My solution remains the simplest. Have each of the other border
states (AZ, NM, and TX) adopt the truck inspection standards of
California. Unsafe trucks and uninsured trucks would be stopped dead
