I'm not sure what you mean by "crimes against visitors" - I feel 100 times safer in Mexico City than NYC ! Booking a tour is probably the least hassle on a regular basis.
Yes, Mexico City is a safe place to visit.

I did price out the cost of a car and it was certainly cheaper than flying from Mexico City to Oaxaca at Mexico ....
I am thinking of hiring a car at Mexico City .
And it doesn't feel like you are on the bus forever .
