It looks like the idea for this thing is that it's a cable modem and wireless router all in one. But it doesn't seem to be working as a cable modem and I have another cable modem that does work. Can I still use the Netgear device as a wireless router?...

This modem doesn't have a WAN port so there's no other way for it to gain access to the WAN.
Network traffic through the WAN (cable) connection.

You need a wireless access point, or better a wireless range.
You must, and can even stop your connection.
For any modem to have wireless it must also be a router, this is common miss-naming.

Can anyone provide a fix, or diagnostic tool for wireless modems, and/or com ports?
I get a great signal, but no upload, or download speed.
I've gone through device manager. I've scanned for malware. I've disabled the internal fax modem.

Your wireless modem must likely the modem.
And the wireless modem, not the strength of your internet signal to the modem.

The modem is a Sierra Wireless Aircard 320U.
Don't have any markings on them.
