For simple name/value pairs ....
It's completely standard, many text editors will highlight/manage it properly, every programming language and script language on Earth has good support for reading it, and it handles Unicode perfectly .
Consider using XML.

Edit: It seems that Pro Spring covers Spring 2.5, but Spring in Action is still stuck back in the 2.0 days....
I can particularly recommend the former.
The best of the bunch today seems to be the "Pro Spring" series, and the "Spring an Action" series .
