Can a Father/Mother be a good father/mother to one child/set of children but a rotten father/mother to his/her other child/set of children?

I do believe a man can lack with one set of kids but be fully it's going to be .

Father is on ILR and mother is on spouse visa(i.e FLR(m)) kid born in UK. I think we can directly apply for his British PP.
