If you are having the 1-5-1 rule with real contractions you should probably be checked to see dilation... .
Are you having contractions? Sometimes your water just won't break, so they shouldn't deny admitting you based upon that .
Sounds like more of your plug.

That has seemed to increase....
Even if it is mucous plug mucus plug, but the good news is that it does grow back! Or it could just be an increase in discharge.
Keep in mind though that discharge increases this trimester anyways.

It doesn't mean that there is anything "leaking....
Since obviously that discharge isn't going to loosen your cerclage, the body will just keep making extra.
Are to create the additional vaginal mucous to help make that foreign object go away.

If there are no cramps, its probably just some mucous from your mucous plug and it regenerates.
