Was your upgrade automatic or did you request it? You mention the possibility of carrying a balance in the future...did you get the 0%... .
I asked to be upgraded on 18 Jan, returned signed agreement on 27 Jan and still haven't received my card .

Your UK debit card will be accepted in France but, unless you are a customer of Nationwide, you will be charged a small fee by your own bank on each transaction you instead.
Visa is an international provider.
