On the subject of civ2 percentage ratings, I'm pretty sure that they depend delivered in one turn causing negative....
ratings in the 600% and scores of over 4000 in the HOF (those come from succession games), so got scores that high).

Watch out for serial downvoting / negative comments as well - if an account generates a lot of downvotes / negative comments in a short period of time.
