People seem to be misunderstanding my post or not reading the edits.
What I'm suggesting is a CI (or RIG if you prefer) that would be based on the neglected holidays/calendar days - like the ones I listed below. Not a series of events or freebie...

I expect that it's going to be difficult to document a claim of abuse or neglect at this point and rehab due to the increasing amount of animals in need.
