A Drupal 'port' would actually be a complete rewrite for .NET .
Have you looked into Drupal.net ? The short answer is 'No.' Drupal is based on PHP, which is a significantly different animal from .NET .

Byldan is a port of Maven, but it isn't a 100% analog to the tool .
Apache NMaven is a suite of plugins and integration allowing .NET code to be a player in Maven build scripts .
