I don't think you'll be able to directly detect a dual monitor setup, but you can probably make about resolution, the only way to display the page on the other monitor would be to open a popup on the second monitor in a decent size....

For projects that does not have any RSS - you can create RSS feeds for project news in Yahoo! Pipes .
I've created a google account and added these tools' news feeds to Google Reader which displays RSS for me .
