It made the PSU/CD drive cable/CD drive clearance really tight, but....
I had to replace the PSU on my HP because it died, and I wasn't able to find and pull out the CD drives in order to make installing it possible.
To cut costs, I suppose).

I have a cheap 450W PSU with an exhaust fan at the rear. This fan, however, is very loud.
Is it a good idea to replace the stock PSU fan with a quiet fan with similar airflow? The PSU fan is hard-wired to the PCB in the PSU so I was intending on snipping...

Generally the fans designed for the PSU's (most of the cheap ones) are lower you that the probability of getting a fault ....
I prefer Noctua Fans
I do not agree with your suggestion .
It's not problem replace PSU fan, but you loss warranty.

My desktop PC has died - I strongly suspect the PSU has blown as there was a faint burning smell. Unfortunatley hardware is not my strongpoint.

Reason for Update:
Bought GTX 560 Ti. While buying the PSU I didn't thought I will buy such high end card ever so opted for a Modest 450W.
Now My PSU is supporting this config when I have my CPU undervolted...

Budget PSU £35 / 30 months, 30% energy wasted as heat
Quality PSU £50 / 60 months, 5 year warranty And 15% Power saving , 80+ bronze certified.
If you can afford it there...

My Antec Truepower New 550W is worth every penny compared to the cheap ones I generally used a great PSU that will last you a lifetime....
The only thing.
Not to mention that a quality PSU is less likely to fry your expensive hardware...
