Honestly, if you want South Vietnam to survive without a US military presence, then you need to do away with North Vietnam.
That might mean a POD during French rule.
Well for a start you'd need a less corrupt South Vietnam.

Probably easiest/cheapest to get your visa for Vietnam in VTE, but the cost/time won't be much options for crossing into Vietnam, VTE to HAN via Vinh on the "fun" bus, or from the panhandle farther south to Lao Bao crossing and on to Hue....
