THEIR bottom line of course takes precedence above all else billion .
The reason they are staying low is simply are keeping the prices low.

Crude supplies on hand in the United States reached a 21 year high this past week. The price of WTI closed around $105.00 a barrel today. It looks like no matter how much supply we bring on board, prices aren't reflecting the amount of crude oil in storage...

The rising price of oil will hammer any chances of a genuine 'growth' recovery term oil price spike, or to speculators driving up the price.
