From reading, it appears orange peel is often in the clearcoat, but how do you tell? It could also be in the basecoat? So wet sanding the clear may not remove it?

Not a swirl mark in sight.
No visible orange peel effect.

The only way to remove them is to sand the clear .
Have orange peel due to the water-based clear coat.

On a recent visit to a Mercedes Dealership I noticed the paint finish on this black 250CDI.
The pictures show a shiny finish to the paintwork, but the "Orange Peel" ripples would cause me to reject the car.
If the ripple finish was evident after an accident...

So I just had the whole passenger side of my truck repainted and body work done up and down the whole side of the truck (lived a previous life as a work truck). If you notice in the first picture it seems you can see reflections better far away than right...

Wet sanding is the only way to get rid of orange peel I'm not the best base coat clear.
It happens up better.
Not going to lie, I can't tell if it has orange peel but I know what your talking about.

A friend painted his '69 SS yesterday after 2 years of panel replacements, bodywork, etc. It was stripped to bare metal and primed with epoxy primer. This was his first paint job experience. The base coat went on fairly well but it took a lot of coats...

If each coat of clear went down with severe peel down with severe peel, there will be little air pockets within each coat and once sanded and buffed because they "held" the paint more.
And buffing may not correct this problem though.

How would I ferment orange peel? A guy in my beer club did a small bottle of it, granted it was nearing 150 proof and we mixed a spot of it into our wheat beer. Tasted amazing!! But how would I do it?

The broad strokes of the two methods is putting orange peel into a high proof liquor removal from the pith can still leave some puckering qualities.
