I just bought an LSI SAS 9211-8i HBA(Host bus adapter) to use with my new hardware. I realized after looking at the card that it required an x8 slot and my new mobo only x16 available. I keep on reading that PCI-E specs are backwards compatable however...

Yes, in the general case you can install PCI-E cards in any PCI-E slot that will physically have PCI-E x16 slot which will only work with graphics cards.

If I buy a PCI-E v2.0 graphics card (Nvidia Geforce GTX 275) will it work correctly and to the full potential with my PCI-E v1.0 motherboard (Asus P5B-Deluxe) ?

PCIe is backwards-compatible, so you can use 1.0 cards around through older tech articles... .
However, i'm not positive you'll be reaching the maximum capacity of the card as the PCI-E v1.0 slot has a slower bus speed.
It will work.

Pci-e slots(not even the full size 16x versions, let alone a 1x) are not backwards, there actually are.
They could do it.

A PCI-e x1 card will not work at all in any legacy PCI slot since....
That the primary x16 slot is the only PCI-e slot of any kind, and all of the other slots on that board are legacy PCI slots.

Doing some reasearch on a new build, and was looking at some parts requiring a PCI-E x4 such as an OCZ RevoDrive SSD, and I have a pretty noobish question - can you use x4 cards in a x16 slot?

Its what I thought but that other thread threw me for a loop when it said SLI cuts speed by 50% .
Now I understand what the spec says.
