As it should be really, as Pantone is first and foremost an ink-critical colors.
The values may shift depending on what your default color space is? Its not really the Pantone on the destination color space.

Does any one know how to or with what to convert CMYK images to more then one pantone colors?
This is not just to replace for example cyan to reflex blue in photoshop or illustrator, what I need is to process whole image in pantone colors that I choose...

The Lab values that are published by Pantone to vendors (and available elsewhere) are to aid in creating CMYK screen tint simulations.
Are still not the target for Pantone spot colors.

A good "solid coated pantone book" I'm starting up an apparel company and beginning to learn about apparel printing. I'd really like to get a good pantone book for color accuracy when stuff goes to print. What are your recommendations??

If you're specifically looking for colors for apparel, you can try looking for Pantone books that deal for their older books, but if you want true color accuracy, it's best to buy new ones.

Does anyone know where I could obtain a pantone book on PDF? Yeah, I googled it. I get a LOT that are made up of CMYK builds. I am looking for a PDF is hundreds of colors that would hit my DFE (with color callout formulas) and apply those formulas.

Long time ago display certain amount of Pantone Color, then the rest are converted to CMYK.
As far as I know, you will find the Pantone Color Bridge CMYK PDF book online.
