Have you looked at Amazon Flexible Payment Service? Same low rate as PayPal, but you get the very well done Amazon checkout experience (which as I'm sure you know let's you reuse credit cards and addresses without having to re-enter them for every order... .

I remember discount rates around 2.8 personally used First National Merchant... .
Their XML-RPC Gateway is pretty cake to use.
A particular (popular) shopping cart has a poll on their forums asking which gateway with Authorize.Net.

and there is no fee for it (as far as i know) u should pay your gateway monthly fee with concerned like payflow and....
