As for paying people via paypal, I'm assuming you are going to pay the people out of the website account.
You are going to need a Paypal Business account to avoid any limitations on transactions.

You will need to watch which accounts will....
The selling limits - say you had 100 selling limit each month on each account - because you have 2 accounts with same info - eBay will half it to 50 items to sell on each account.

Yes, paypal....
When you add the account to paypal, it asks whether it is checking or savings, and you might as well choose which ever is appropriate.
Paypal actually has no idea whether or not an account is checking or savings.

Well my paypal account got limited. they denied the appeal. Anyways after 180 days i get the money (yay...) lol Ill think of it as a bonus.
