As for paying people via paypal, I'm assuming you are going to pay the people out of the website account.
You are going to need a Paypal Business account to avoid any limitations on transactions.

You can not send money from unverified account, then verify your account by add Bank Account for unverified accounts....
Some countries have restriction in PayPal where you can't send money from PP balance but only via CC.

I was able to use another paypal account successfully myself for a long time and then they eventaully limited....
So I am guessing you try it out.
Get banned? Your eBay ID has already been linked to your banned paypal account.
