Apparantely the payroll tax cut failed to stimulate the economy because the 2% reduction simply wasn't big enough, nor were sufficient tax cuts for corporations included.

I ran payroll, for the first time this week, for this year (business has been slow), payroll came to $128. Workmans comp $20. NY/Fed tax, $16.
NYS Workmans Comp tax, $251.

I've never heard of NYS Workmans seeing.
I'm in NY and we use ADP for our payroll.
There are minimum fees that occur whenever you have any payroll and that may be what you're is not doing his job.
