This is assuming that his medical condition isnt significantly life shortening .
On those figures the higher pension certainly looks far more valuable than the lump sum, spectacularly so if the pension is index linked.

State Pension Transition....
You can claim State Pension Transition at age 65 (as you've said, make your claim at least 3 months before your retirement date), and you should switch automatically to State Pension Contributory at age 66.
