If I accept a perkins loan, but pay it back within the 9 month grace period will I have to pay interest?

ANY loans requires you to pay interest payments, there is no such a thing as a "interest free" loan.

What is a Perkins loan? I know it's a student loan you can get from the government. But how much interest is there? When must you start paying it back? And are there any restrictions on it?

It's a federal student loan with a lower interest rate than normal Stafford loans, it is reserved.

When I was in college, I consolidated my student loans. The person in the financial aid office that was helping me fill out the student loan paperwork explained that consolidation just lumps all your federal student loans...

You can absolutely consolidate your Perkins loan with other federally backed loans.
