Well the format of a UK phone number is 0[areacode x4][numberx6] however I think that changes per region - it's definitely.
There is at least one regular expression for UK phone numbers in this catalog.

You are probably much safer buying a phone be unlocked to work with a UK....
Many of the features is very poor by current UK smartphone standards.
It says it is a GSM phone, so in principle compatible with the UK system.
