I have installed the WM6 kit in C:\Program Files\Windows Mobile 6 SDK and the GPS sample is then in C:\Program Files\Windows....
If you are planning to develop in the .NET Compact Framework, there is a quite extensive GPS but it shows the works.

And do any phones send back data based on the users actual trip to allow the system to update route information?

Concerning data collected by users, TomTom provides so called "IQ routes... .
They provide updates to the data on a regular base .
What do you mean with "route information"? The map data they use to calculate routes is usually provided by companies Like NavTeq .

Seems with the phone running GPS over BT.
Load 'GPS over BT' on your phone, and 'Bluetooth GPS' on your tf201.
Just did this yesterday.

HTC has offline....
Most cellphones don't have you are in a new place every now/then you can just use the phone to download a new radius offline maps for free with everything.
Without 3G thru the use of a simcard, GPS would just work slower ...
