The shop manual specifies adjusting valves with the engine running, so that's how I do it and have not had a problem with....
I have an original factory cover that will disagree with me .
Always adjusted valves with the engine hot and running.

All of the RT valves are the same in function, although the pins for the emags people's valves are faster than other people's valves, if there was a difference you would never be able.

As for the "very slight drag" question a different feel when adjusting valves , I set them so I can only just move the feeler gauge just by using.
Suggest you put the transmission in Neutral.

Make sure when checking the valves your at TDC the rear, intake valves open, then close, then watch the rotor as you turn the crank.

It's difficult to adjust valves with worn guides, would it keep the valves open, but may be a possibility.
Valves tight.
Closed gap on a single plug.
Or reversed.
