NO WAY.
I'd say its safe, as long as you know where they are & that they are with other people and not just the age off 13 shouldn't be out by there self, Not safe considering you said kids are disappearing near your home.

Just wanted to revisit this in light of NYK's PG play of late.
During the past 6 games, their starting PG averaged:
19.5 FGAPG
26.8 PPG
8.5 APG
5.2 TOVPG
1.6 Assist to TO Ratio
NYK have won all 6 games.
These are far from stellar "traditional" floor general...
