USER_PROFILE sync is not happening between Financials and Portal (Peoplesoft).Users are being created in Financials but are not getting syncing and being displayed in Portal.

Depending on how....
You can get around this problem by logging onto the portal under two separate domains = no shared state between sessions.
You appear browser.
I assume websphere portal has these options as well.
Running session state.
