If it's badly written, it may be causing the shell to crash. .
Sometimes malware hooks into explorer.exe.
So after rebooting, the desktop still doesn't show up?
Try doing a scandisk and see if there is some possible file corruption .

You could try downloading the installer from
http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=79154fb4-c610-4a1e-811d-dfe0f1dd84d1

I've got 2 APC Smart UPS 3000's, one of which has the management card (AP9617). They're both currently being used purely for battery backup, and since we've had repeated power issues in this building, I'd love to get some of the servers to shut down gracefully...
