You can but, your sims have to be in love or the other sim will refuse if you even have the social to be in love? Go on a date, fullfill the wishes of the other sim and do lots of romantic actions.

So when Grim the Tombstone or hack of choice to make a sim pregnant by him while he's on the lot.
For "Simulate Genetic Merger..." or Make Pregnant..." with any sim on the lot at the time.
