When I regestered (almost 9 years ago), coins were never listed at book price for coins..
I never heard of those TOS until recently.

That's because you'll be getting less the possibility of a scam into your cost... .
If it's silver that trades a melt you'd be better off selling to a local dealer that pays 90% or if you can't get that locally ship to a refiner that pays 90%.

I have been recently thinking about my coin collections.
