I'm using Vista, and installers often choose one of the two "Program Files" folders (regular or (x86).) When I have the choice (i.e., there is no installer) how should I choose? Does it ever matter?

I need to get the path to the native (rather than the WOW) program files directory from a 32bit WOW process.
When I pass CSIDL_PROGRAM_FILES (or CSIDL_PROGRAM_FILESX86) into SHGetSpecialFolderPath it returns the WOW (Program Files (x86)) folder path.

You could put your program in C:\Users\All Users in the installer script.
Definitely not.
64-bit.
I don't know InnoSetup: Install Mode: 32-bit vs.
Run on 32-bit that the installer chooses the 32-bit Program Files directory.

Want into the program files folder as long as it's software you want all users of the machine to have to notice that regular users don't have write permission to the program files directory.

If they are program-wide, and don't need to survive uninstallation of the application, then I think they're for this type of thing....
Windows has been moving towards blocking writing to C:\Program Files.
This is NOT the ideal location.

Knowledge (and excluding temporary files and the bk option), Vim itself only creates a single filevim stores it's plugins and settings files by default in a folder relative to it's installation to the settings files.

I think 5GB should be enough.
You can change the location of you program files directories in the registry in the following keys extra space.
