I had my phone wipe itself including games I had purchased. I had sync'd the Phone to Zune before it got wiped. Are my apps or the record of my purchase saved anywhere?

It will automatically install all (or a selection of) previously installed apps....

The receipt Apple returns from a purchase does not include the iTunes account information of the user that purchased the content and there also doesn't seem to be way of having Apple verify if a given device UUID belongs to an iTunes account.
