As Jim said, you can show the quality value in runtime.
In Flash CS4, the default value in Publish setting (html) is also high.
Index.template.html) shows that quality is high (Using Flex SDK 3.3).

I have never used the quality of pictures as a deciding factor as to if I would.
High quality pics help people to see each dog for who they really are--
