Quebec City is indeed beautiful and worth a visit, but both cities deserve with Momtreal and visit Quebec City on a return trip.

Actually I am even questionning taking a full day to go whale watching with some scenery en route vs two full days visiting Qc .
The regular bus to Tadoussac doesn't make it possible to go and come back to Qc in the same day .

I am trying to find car hire from Quebec City to Montreal or Toronto but am having no luck. All hire companies are coming up with no vehicles available or $300 drop off fees. The drop off fees being more than the hire rate itself. I do not want a car ...

I would suggest looking at the bus or train to Montreal , both services are efficient... .
It is just about impossible to find a car rental with no drop off fees, our cars are registered in a particular province and so the cars must end up back there somehow .
