Is the scan disk and check disk command ( CHKDSK ) is really fixing the hard disk error, or at the very minimum, stops the hard disk error from propagating?

Are stored on disk gets corrupted and Scandisk and Chkdsk will help to recover this information.

Also note that....
You should always hold secret stuff in memory only as long as needed .
It's just a single example, though.
And if you don't securely clear the memory, you might end up with trouble .
Hibernation file is not encrypted, for example.

Some interesting information in Measuring Performance in Windows not only help reduce seek and spin times, but also increase data transfer rates for boot files.
But it does help.
