I clicked the "refunds" tab within google voice. I clicked "refund entire balance" and it says "balance refunds currently unavailable" anybody else have this problem?

You are confusing....
If you still owe, you need to pay it, even if you closed the card .
If for some reason you have a credit (ex you paid off then had a refund from a purchaseif you paid more than you owe you can get a refund.
