You had all the forums set to 'on moderation....
It in specific forums, check that you have the default newly registered users permissions set on those! There's a specific set of preset permissions called 'newly registered users'.

To obtain up relational models is a big part of database optimisation .
Keeping voting to registered users avoids abuse, revoting through different IP adresses.
