When we managed user permissions on phpBB2, we did so....
The user in question here is not a member of any other group besides "registered users".
In the registered users group were not moved at all.

I need to set phpBB to set just recent registered users go only to "new registered members" group instead of "Registered users" and "New registered members".
I know and i tried the ''NEVER'' permission but isnt what im looking for.

Restricting voting to registered users is the way to go to avoid....
To obtain up relational models is a big part of database optimisation .
Keeping voting to registered users avoids abuse, revoting through different IP adresses.

We have set the new member post limit, but the new member does not become a part of the newly registered user group, hence allowing them to post as they please.

You should change your Registered Users group works.
Registered Users group, unless you changed it, so it will automatically apply.
