I am thinking about a creation of my own blog/community engine. Could you advise what is a better way to rate registered users?
It is pretty easy to add a score to an user if he or she has commented something, or remove scores if someone complains...

Whatever rating you choose, I would only show the rating to the user interactions with other users, or based on opinions rather than quality.

The user in question here is not a member of any other group....
IE in the registered users group were not moved at all.
Then there are other users in the Registered user who do have the correct permissions.
