As my game worked fine before the downtime, and after the downtime ddo decided it wanted to be lotro switched to LOTR on my PC.

While beta testing RoI I began to have some never had the problem before RoI and it only happened in LOTRO and it didn't matter I swapped out the graphics card etc etc -> it was....
Reboot the PC and let LOTRO rebuild it.
