Where can I put my cell phone when riding my bike? I can't put it in my jeans while riding because it just slips out. I don't have any carrier on my bike...Is it weird to rubber band it to my handlebar in the middle? XD

I wear a gilet with pockets at the back and that's where I keep my phone.
I got a holder for on my handlebars and it were really cheap, it works aswell, try a cycling shop I put my wallet, keys, and cell phone.

The governor of Florida just signed into law HB 971, which requires cyclists to ride in a bike lane if it's available.

Following my accident I am riding on bike paths now that bike lanes are better than nothing on a road.
Without bike lanes, but I can tolerate bike lanes.
