I've made a store and have setup a sandbox account with paypal. I've added a business user (seller) and buyer account in paypal/sandbox.
I have configured the payment settings to use paypal web standard and clicked sandbox checkbox.

Sandbox account are just test accounts and are separate/distinct from any other Google account - so just create a US and/or UK sandbox account (different email addresses).

I have two Google checkout accounts setup: one for the buyer and the other for GC Administration. I see my buyer's orders in the GC admin but cannot charge the order. The "charge" button is grayed out and it's status is "Customer review in progress"

Sandbox mode lets you restrict access, Facebook doesn't provide much more flexibility that the Sandbox mode.
For your app: Your app -> Advanced -> Sandbox Mode.
