Why is it impossible for the rings of Saturn to reform into a moon?

The rings lie inside Saturn's Roche Limit, where tidal forces are too strong to allow any large, and the rings of Saturn will not last forever, maybe they will be forcibly removed, or even be forced.

Sometimes I wonder if Saturn is a great big space station that is also a super giant Tesla coil, the outer rings being the primary coil, the planet itself a spherical/spiral secondary coil.

Why does Saturn have rings rather than, say, an orbitting sphere of
asteroids and rubble?
Maybe the gravity of Saturn is more intense at its equator.
